Changes in Monthly Meetings
Announcements

The Day and Time of the Monthly meeting will be changed, beginning January 2009. The Day will be the second (2nd) Saturday of  each month at 9AM.

This change is based on feedback from the Community, and in the hope of making it more convenient to attend. Also, the format of the meeting will be modified, to accomodate residents who do not wish to stay for the entire meeting.

The Format will cover the previous months minutes First, followed by the Open Floor Second, so Residents may address their concerns at the outset, without having to remain through the sometimes lengthy Reports and discussions.

Attendance is welcomed and encouraged. Thank you for your support.

The annual meeting of the Escoba Bay Homeowners Association will be held on
Saturday, October 17, 2009 at 09:00 am.
 
There will be an election to fill two vacancies
 on the Board of Directors.
 
Volunteers are needed to serve on the Board
 and help manage the affairs of the Association.
 
Those elected will serve for two years.
 
Please consider contributing your time and talents
 for the betterment of your community.
 
If you are interested, please submit a summary of your
personal background and interests to:

SUBJECTS: CHANGES TO SWIMMING POOL RULES AND HANDLING       VANDALISM WITHIN THE COMMUNITY
 
The revised swimming pool rules established in 2006 have been ignored and violated during the past two years to the point that the Escoba Bay Swimming pool has become viewed as the Sneads Ferry community pool. For that reason the Association has this year issued one key with identity pass per property and hired a part time Pool Monitor in an attempt to restrict pool access to those authorized to use it, limit damage to pool property, and enhance safety. Achieving those goals requires the cooperation of all property owners. It has become obvious, after four weeks of use and at least two recent incidents of unsupervised children in water too deep for their capabilities, that further steps are necessary. Henceforth, the following rules apply and will be enforced. The Board of Directors has given the Pool Monitor the responsibility and the authority to enforce them.
 
 Authorized users are:
  1. EscobaBay property owners or renters in good standing and their immediate family members 14 years of age and over. However, authorized 14 and 15 year- old family members must have on file with the Association a letter signed by a parent stating that the child is authorized to be at the pool unattended and that the parent assumes responsibility for the child’s actions and safety.
  2. Immediate family members under the age of 14 accompanied by a responsible adult (18 or over) who is also a member of the immediate family. The adult must remain with the children throughout their use of the swimming pool.
  3. Guests who are accompanied by owners or responsible immediate adult (over 18) family members. The sponsoring adults must remain with guests throughout their use of the swimming pool. One adult may bring no more than three guests.
 
NOTE: (a) Responsible adults must monitor the activities of those for whom they are responsible to ensure their safety and that of others.
            (b) The Pool Monitor may request identification documentation to verify age.
            (c) The Pool Monitor has some flexibility in interpreting the rules depending on circumstances and may restrict the number of people in certain areas of the pool for safety reasons.
 
Working parents who have full-time babysitters may seek approval from the Board to authorize said babysitter to bring a child less than 14 years of age to the pool under item 2 above. Such requests will be handled case-by-case and will require a letter from a parent signed by both the parent and the babysitter.
 
DO YOU KNOW WHERE YOUR CHILDREN ARE AT NIGHT?
 
Acts of Vandalism have become a major problem in EscobaBay recently, especially since the end of the school year. A window was broken in one vacant home and the garage door damaged on another, and homes & automobiles have been egged. Resident teens have been observed stealing decorative solar yard lights and removing real estate signs and dumping them on other lots or in drainage areas. Most of these activities have occurred at night after 11 pm. The Board has decided to take action to stop these activities. It plans to reactivate the neighborhood watch program and impose a curfew of 11 pm beginning June 27, 2008, making all Common Areas within the community off limits for anyone under the age of 18. Common Areas include the Barn/Stables, Club House, Swimming Pool, Tennis Courts, Parks, Boat Storage Lot, Boat Ramp, Entrance, Pond, the grounds surrounding those areas, and all the Streets in the community. The CountySheriff’s Office will be notified of our plans and will be asked to patrol the community at night. Residents are encourage to contact the Sheriff Department to report acts of vandalism and to enforce the community curfew.
 
If resident teenagers bring friends from outside of EscobaBay, the responsibility for them, and any damages will be with the Residents. The HOA will have the Sheriff use ALL enforcement measures available to us, will seek Legal action to recover the costs of damages and repairs, and subsequent legal action brought,  to be Bourne by the Homeowners/Renters. 
 
It is unfortunate that this action is required, but the Board believes that the situation must be addressed now before it becomes an even greater problem. We ask for your support and cooperation. A meeting of the Community Watch Members will be held in the Club House at 7 pm on Tuesday, July 1, 2008. Anyone interested in participating is encouraged to attend.

Spring Announcements

~Spring Announcements~

-The Community Yard Sale is scheduled for Saturday May 3rd, with an alternate date of May 10th

-Community Spring CleanUp day is scheduled for Saturday May 10th, with an alternate date of May 17th. We hope to have volunteers in an effort to accomplish some repairs and cleanup work. The tasks we would like to tackle are; Painting of the Guardhouse, Cleaning of the entrance sign, make repairs to the Dock at the Boat Ramp, and some minor road patches. If you would like to participate, please contact the Facilities Manager.

- Pool Opening The community pool will be opened for the season on Saturday May 24th.  We have two (2) dates scheduled for Key distribution at the Clubhouse, Saturday May 17th from 11 Am to 2PM and Thursday evening, May 21st  from 5PM to 8PM. This season we have added KeyTags to the distribution.  The KeyTag will identify the Residence Address authorized to be utilizing the Pool, and as such, residents will need keep the KeyTag with the Pool key for access. This has been added in an effort to eliminate Unauthorized usage of the pool, as we had a number of problems in past seasons.

~Pool Monitor~    In an effort to keep the Pool  pleasant and safe for residents, we would like to try using a part time Pool Monitor. This would be a Paid Position, with rotating days and hours. The position is open to adult residents, and if you are interested in applying, please contact the Facilities manager or the Business Office, before May 15th.

REMINDER
Announcements

Boats and Trailers parked on the Lawn, Street, or Driveways for over 72 Hours are in violation of Escoba Bay Covenants.

The parking of commercial vehicles (including Vans) at residences is also in violation.  In addition,, all parked vehicles should not interfere with the normal flow of vehicular traffic throughout the community.

If violations are noticed, you may contact the Facilities Manager, Ricky Cannon, at 548-2284.
